The privileged command set includes those commands contained in user EXEC mode, as well as the configure privileged EXEC command through which you access the remaining command modes. If your system administrator has set a password, you are prompted to enter it before being granted access to privileged EXEC mode.
As a security feature, Cisco IOS® Software separates EXEC sessions into two different access levels: user EXEC level and privileged EXEC level. User EXEC level allows you to access only basic monitoring commands; privileged EXEC level allows you to access all router commands.
In Cisco IOS, the higher your privilege level, the more router access you have. When you log in to a Cisco router under the default configuration, you're in user EXEC mode (level 1). From this mode, you have access to some information about the router, such as the status of interfaces, and you can view routes in the routing table.
