The competencies serve as a roadmap for guiding evaluator education and training and encourages critical self-reflection about the strengths and limitations of evaluators. The competencies identify ways to improve practice in the field.
The competencies framework assumes that the primary function of an evaluator is to produce high-quality evaluations that make a diference. It also assumes that evaluation unit heads and commissioners of evaluations contribute to these evaluations.
Competencies can be defined as “clusters of related knowledge, skills, abilities and other requirements necessary for successful job performance.”4 Every position has its own set of competencies.
