Any request for clarification must by standard electronic communication to the e-mail indicated above no

Jamaica Country Office will respond by standard electronic mail and will send copies of the response,

including an explanation of the query without identifying the source of inquiry, to all consultants.

This process is directed only to one individual. Any proposal received jointly by more than one individual,

or a company, will be rejected. Likewise, all proposals from consultants involved in the elaboration of the

present Terms of Reference will be rejected.

1. BACKGROUND, SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED

ANALYTICAL WORK, REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS For detailed information, please refer to Annex 1.

2. DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS.

Interested individual consultants must submit the following documents/information in PDF format duly signed to demonstrate their qualifications:

2.1 Cover Letter explaining why you are the most suitable candidate for the advertised assignment.

2.2 Completed P11 form (Personal History Form) (available on UNDP website) and/or CV including past

experiences in similar projects and contact details of at least three (3) professional references (e-mail

and phone number).

2.3 Technical Proposal ʹ shall include (a) detailed proposed strategy/methodology, work plan timeline;

risks/limitations; and (b) detailed profile of the expertise of the consultant, especially as it relates to

scope of work.

2.4. Financial Proposal (using template provided in Annex 2) ʹ specifying a total lump sum amount for

the tasks specified in this announcement. The financial proposal shall include a breakdown of this lump

sum amount for the specified tasks (e.g., costs related to data collection, capacity building events,

public information session/launch, travel, and any other costs, including the number of anticipated workdays). Overall, the financial proposal shall include costs to deliver the work planned.

2.5 Sample Work ʹ preferably an assessment done at a national level by the consultant.

3. FINANCIAL PROPOSAL

The financial proposal shall specify a total lump sum amount, and payment terms around specific and

measurable (qualitative and quantitative) deliverables (i.e., whether payments fall in installments or

upon completion of the entire contract). Payments are based upon output, i.e., upon delivery of the

services specified in the TOR. In order to assist the requesting unit in the comparison of financial

proposals, the financial proposal will include a breakdown of this lump sum amount (including travel,

per diems, and number of anticipated working days).

Travel;

All envisaged travel costs must be included in the financial proposal. This includes all travel to join duty

station/repatriation travel. In general, UNDP should not accept travel costs exceeding those of an

economy class ticket. Should the IC wish to travel on a higher class he/she should do so using their own

resources. In the case of unforeseeable travel, payment of travel costs including tickets, lodging and terminal

expenses should be agreed upon, between the respective business unit and Individual Consultant, prior

to travel and will be reimbursed.

B. PROJECT DESCRIPTION OR BACKGROUND

The novel coronavirus (COVID-19) pandemic poses unprecedented challenges for the global community. The

that any recovery strategy should ensure that we remain on track towards the longer-term objectives outlined in

the 2030 Agenda for Sustainable Development.

The report also underlines the importance of mobilizing partnerships with all stakeholders to accelerate the global

response to COVID-19 and recovery from its impact, including with local and regional authorities, researchers,

scientists and innovators, civil society and community-based organizations, private sector and philanthropies.

In 2019, the United Nations Department of Economic and Social Affairs (UN DESA), United Nations Office for

Partnerships, United Nations Development Coordination Office, Global Compact, and The Partnering Initiative

launched the 2030 Agenda Partnership Accelerator1 - a project aimed at accelerating effective partnerships in

support of the SDGs.

The United Nations in the Caribbean in collaboration with their respective government has recently launched the

development process for its second Multi-Country Sustainable Development Cooperation Framework (MSDCF),

which covers the period 2022-2026 and is fully aligned to the SDGs. The Framework, which is being developed

through of an extensive consultation process with the government, NGOs, the private sector and academia, has

identifies several strategic areas for action to drive implementation of the SDGs in the Caribbean: Shared

economic prosperity and resilience, equality and well-being (LNOB), resilience to climate change & natural

resource management and safety and security.

Health first: protect health systems and services during the crisis; ii) Protect people: social protection and basic

services; iii) Response and Economic recovery: protect employment, small and medium enterprises and informal

sector workers; iv) Macroeconomic response and multilateral collaboration; iv) Social cohesion and

Communitarian resilience.

In support of these efforts, the UN Resident Coordinators Multi-country Office (MCO) in Jamaica, in collaboration

with the 2030 Agenda Partnership Accelerator, will be engaging a broad range of stakeholders, including the

government, the UN country team, academia, private sector, and civil society, to spur implementation of the SDGs

and building back better by enhancing cohesion among sectors and stakeholders, and inspire new actions and

multi-stakeholder partnerships.

The purpose of the consultancy is to conduct a national partnership landscape assessment of Jamaica, aligned to

the MAPS approach (Mainstreaming, Acceleration and Policy Support) for the implementation of the SDGs and

contribute to the formulation of a regional funding framework for the new MSDCF in order to deliver maximize

impact and value of the strategy at the country level and the implementation of the above mentioned national

processes.

C. PURPOSE

Undertake a partnership landscape assessment (through interviews, desk research, self-organized meetings),

aligned with national priorities and MSDF Partnerships Strategy, to identify:

Thematic areas and issues where there are strong potential for new partnerships across sectors in Jamaica,

and with regional and global institutions and donors;

Overview of existing mechanisms for engaging stakeholders and sectors towards the Sustainable

Development Goals in Jamaica and the actions that are taking place;

Understanding of the level of support from government towards partnership (evidenced by policies, high-

level statements, etc.) Overview of the landscape of development actors engaged in partnerships: government, private sector, international development partners, and other stakeholders. Recommendations on how the UNCT could most effectively contribute to and interact with each group of partners.

D. SCOPE OF WORK

1. A well-referenced Partnership Landscape Analysis Report written in English (30-40 pages). As a minimum

the following chapters should be outlined in the report:

F. INSTITUTIONAL ARRANGEMENTS

The consultant will work under the direct supervision the Economist in the UN Resident Coordinator's Multi-country

Office in Jamaica and in close collaboration with other RCO team member and colleagues from UN DESA.

G. DURATION OF THE WORK

The assignment is estimated to last 30 working days over a period of 8 weeks. The Partnership Landscape Analysis Report preparation shall be in line with the following timetable:

H. DUTY STATION

The work will be done remotely and/or locally in Jamaica.

I. QUALIFICATIONS OF THE SUCCESSFUL CONTRACTOR

development, economics, public policy, public administration, finance, natural resources management,

engineering, law, social sciences or related field is required. A first-level university degree in combination with

two (2) additional years of qualifying work experience may be accepted in lieu of the advanced university

degree. Work Experience: A minimum of five (5) years of progressively responsible experience on sustainable

development issues, including experience on partnerships. Full awareness and knowledge of the national

context, including five years of recent experience at the national, international or regional levels is required.

Experience in policy-oriented work on sustainable development issues is required. Experience in preparing

written outputs on sustainable development issues is required. Experience working collaboratively with

multiple stakeholders is required. Experience in delivering training programmes and completing national level assessments is desirable.

Expected Qualification: Knowledge about partnerships and means of implementation, the 2030 Agenda for

Sustainable Development and its 17 Sustainable Development Goals. Required Languages: Fluency in English is a requirement.

J. SCOPE OF BID PRICE AND SCHEDULE OF PAYMENTS

All costs directly related to this contract will be covered through the Office of the UN Resident Coordinator.

The expert will receive payment of fees subject to approval of the deliverables agreed upon in the Terms of

Reference and approval of the respective Certificate of Payment by the immediate supervisor.

Any daily expenses, transportation fares, and terminal expenses corresponding to travel required for the consulting

job will also be specified in the contract. These should be included in the total lump sum of the offer.

Costs related to the production of the short videos will be borne by the UNRCO and should not be included in the

offer.

Signed contracts in the individual agreement mode do not entail any advance fees either at the contract start date

or at the start of the specific consulting periods. K. RECOMMENDED PRESENTATION OF PROPOSAL AND OTHER RELEVANT INFORMATION

The consultant should send a proposal of the general contents based on the outline provided under scope of work

(outline of the final product), including the methodology for the assessment. Also, the consultant is being asked to

submit a sample of previous work done, preferably an assessment at a national level, as part of the proposal.

Potential candidates may be contacted to further explain their proposal. The selected consultant will have the obligation to:

1. Before any travel, obtain the security permits for traveling to the countries where the services will be

required. These permits may be obtained at www.undss.org.

2. Have the contract signed by the UNRCO and the expert before starting the work and before starting any

travel. If the expert travels and starts the work without having signed the contract, the work and travel will be at

expert must obtain written permission from the UNRCO to use all or part of the documents for any other consulting
