Li Heping

Mr Li Heping is a Chinese lawyer. The Human Rights Committee of the CCBE considers that Li

Heping has undertaken outstanding work in the field of Human Rights in China. He continuously fights

to uphold, promote and protect human rights and the rule of law in China despite efforts by the

authorities and various others to hamper his work. Furthermore it is submitted that the granting of a

prize such as the CCBE Human Rights Award would be a good way to support Chinese lawyers as

Chinese authorities pay particular attention to symbolic actions such as the granting of a human rights

award. Li Heping is a lawyer who has been active in human rights for over 10 years. He acted as an advisor

of the Falong Gong, trying to ensure the respect of freedom of religion, as well as acting on behalf of

his well known colleagues Chen Guancheng and Gao Zisheng. He has acted as a lawyer for many

villagers in China whose property has been expropriated and also defends political dissidents

persecuted by the regime in China. In carrying out these functions and in his fight to protect and stand

up for the basic human rights of Chinese citizens, Li Heping has always suffered and is persistently

the victim of various intimidation methods. Yet, he courageously continues his fight for values which

are common to all: rule of law and the respect of human dignity. Attached is a note describing some of

the human rights cases Li Heping has been involved in, as well as a personal statement of his.

By granting this award to Li Heping, the CCBE intends to highlight the recognition of his work in favour

of human rights which is still little known by the international community. Li Heping himself wrote a letter in support of his nomination for the CCBE Human Rights Award, stating:

If I could be granted this award, it would not only be the best encouragement ever to my work, but it

will also benefit my clients who are still suffering from a lack of freedom. Indeed I could help them

more to protect their rights. In addition this award would also inspire Chinese human rights fighters
