VAN DAWEN precise l'objet de celle-ci h. savoir : recueillir les observations des diffdrents services concern4s d'une part et, d autre part, de dii- cuter des mesures qui s'imposent en liaison avec l'avancement du projet. Les parti- cipants sont 6galement inform~s que le MINEP a demandd au consultant d'6ffectuer sa deuxieme mission au Cameroun entre le 13 et le 18 mars pendant laquelle les ser-vices concernds pourront encore lui transmettre leurs observations & inclure dans le rapport ddfinitif. Ensuite, lea participants examinent lea diffdrentes parties du rapport de M. HUED 3

1 -Besoins en personnel du secteur forestier : lea reprdsentants de la direction des

eaux et forats et du fonds forestier sont pr~ts & proodder h cette dvaluation avec l'aide du conseiller prinbipal de la FAO (projet forestier). Ils pensent cependant que pour lea cadres supdrieurs il faudrait seulement reprendre lea conclusions du projet d'enseignement forestier de la FAO en 77 tandis que pour lea cat4gories infirieures & savoir techniciens et agents techniques, des n.uvelles 6tudes s'imposent.

2 -Tableau de bord de 1'doonomie forestibre : les participants approuvent la propo-

sition du consultant de recruter un dconomiste expatri4 pour une dur4e d'un an afin de recueillir lea donndes n~cessaires.

3 -Les problemes de transport des produits forestiers : En regrettant l'absence d'un

reprdsentant de la direction des routes, lee participants sont de l'avis qu'il faut proadder rapidement & une 4tude de l'amdlioration du rdseau routier permettant une dvacuation des produtts forestiers dans de bonnes conditions. Les participants sou- haitent que cette 6tude ne se limite pas h une certaine r4gion mais couvre toutes les zones actuellement en exploitation. La proposition d'6tude du CTFT examind h cette occasion trouve l'accord des participants. L'avis de la direction des routes h ce sujet sera demandd le plus rapidement possible. En ce qui concerne lea transports ferroviaires, le repr6sentant de la REGIFERCAM fait a& savoir que d'aprbs lui il y a deux sortes de problhmes & 6tudier : il s'agit :

1) des problbmes d'organisation et d'6quipement de la REGIFERCAM pour lesquels des

solutions peuvent 9tre proposdes par le bureau SOFERAIL qui travaille ddjh pour la fEGIFERCAM. M. HUET devait pr6ciser les termes de refdrences de ces 4tudes.

2) Il y a le problhme d'organisation et d'dquipement au niveau de la manutention des

produits forestiers h Douala qui en partie 4chappe au controle de la REGIFERCAM car egalement il d4pend/du port(SEPBEC en particulier) et des exploitants f.restiers. Ce problime de manutention h Douala provoque des retards considdrables dans la rotation des wagons de la REGIFERCAM. Le representant de celle-ci pense cependant que ces problbmes sont assez connus et il souhaite vivement que le consultant au cours de son deuxibme passa- ge au Cameroun consacre un ou deux jours h l'4tude de ce complexe afin que des solu- tions puissent 8tre proposses au Gouvernement h linterieur de son rapport ddfinitif.

4 -Potentiel foreatier a loa ropr4sentent du flnds forestier et de la direction des

eaux et for~ts confirment que ces 4tudes sont actuellement mendes avec V'assistance de la FAO. En attendant les r~sultats de ces 4tudes, ils: souhaitent qike le ooAsultant fasse des propositions plus ooncrbtesen ce qui concerne les taches AL confier A la mission de ddveloppement de 1'Est./-

Forestry Sector Study -Phase 2

Terms of Reference

Backer ound

1. The 2nd Highway Project (935-429-C!) provided funds for the study of

forestry sector related transport requirements in Cameroon. As a result, a two-phase study was proposed and agreed with the Cameroon government. The first phase, a general assessment of all aspects of forestry development including legislation, administration, resources and transport, has been undertaken by Mr. Huet (consultant) who completed his reports (The Hu t Report) in December 1977. The second phase of the study, for which detailed Terms of Reference are given below, will concentrate on work necessary to establish transport and investment requirements under different assumptions, regarding forestry sector development.

Objectives

2. The ultimate objective of the study will be to present an accurate

and up to date assessment of transport costs for movement of forest products, and estimate the transport investment requirements associated with a realistic range of assumptions about future forestry development. The study will accordingly have six components: (i) forestry sector production data collection and analysis; (ii) Fourth plan production expansion assessment; (iii) transport supply and demand review; (iv) assessment of the value of current and future production; (v) assessment of current and future transport costs and, accordingly, estab- lishment of economically viable forest production boundaries under different assumptions regarding transformation proportions; (vi) implications for transport investment.

3. Studies dealing with the foresty sector per se will be integrated with the

Forestry Sector Survey provisionally planned for late 1978. It is recognised that the results of the Phase 2 transport study will only give preliminary guidance on development, in the absence of inventory work scheduled for subsequent completion.

Data Collection

4. The Huet report identifies the distribution of licences by region and

by size of concession.

5. Data on production is not readily available on the same disaggregated

basis. Disaggregation is necessary to establish the Aictual movements of forest products, and potential changes as the relative importance of different supply and consumption locations change. The consultants should therefore obtain the following information, by concession or, if such disaggregation is unobtainable without special study, on a regional basis. -2- (a) Current Production (i) Volume of production (logs in i 3 (ii) volume by main species (or primary/secondary species); (iii) volume or proportion evacuated and/or exported as logs; (iv) volume or proportion evacuated and/or exported as (a) sawn (b) other transformed products; (v) volume or proportion consumed within Cameroon. (b) Future Production

6. The consultants should obtain information of a similar nature to that

described in para.5 for specific future development proposals either at concessions already existing or those riot yet operational (if any). With reference to expansion of production at existing concessions, a distinction should be made as far as possible between expansion which is highly sensitive to increased rail or road transport capacity and that which is not. The time frame for production expansion should distinguish where possible between that anticipated during the IV Plan period and subsequently.

Transport Supply and Demand

7. The consultants should assess the actual and potential supply and demand

for transport of forest products (logs, sawn and other). In assessing the supply they should: (i) Railway. Assume that (a) locomotive and rolling stock constraints will be removed by 1980, and that (b) track investment including re-alignment between Minka-Maloume and Douala-Edea for which financial provisions have now been made, will remove track capacity constraints up to 1985.
(ii) Road. Obtain a current status report on road development, underway or for which financing is firmly committed for the IV Plan period, which is likely to have an impact upon evacuation of forest products. (iii) Port. Assess the current capacity of port facilities, including log stacking areas and estimate the effect of port development currently underway or firmly planned (excluding Douala, for which capacity assessments of the

2nd Douala Port Project now underway have already been made).

In assessing demand they should:

A. Railway.

(i) estimate the actual and potential current demand from the areas clearly within the railway's zone of influence; -3 - (ii) analyse the factors determining the boundary between the railway and road zones of influence. In doing so, the distribution model contained in the Sofrerail/OCCR study "Transport in the Douala-Yaoundd Corridor 1977" should be reviewed (insofar as it concerns timber traffic) and its adequacy assessed. (iii) relate the theoretical volume of timber traffic attributable to rail as a result of the analysis in (i) and (ii) above to the actual volumes and provide a systematic explanation of any differences. (iv) assess (a) the current demand for roads, distinguishing between trunk and feeder, to evacuate forest products. In assessing the road requirement, the consultants should (i) review inter alia, the appropriateness of the 'licence related' construction require- ments (under Decree 74/357); (ii) assess future demand increments likely to result from the production expansion identifidd in para.6 and the inventory work identified in para.9.

Transport Costs.

8. The consultants should establish current (i) road and rail transport

charges, and (ii) road and rail transport costs, both including transfer costs, for the movement of logs and products from point of origin to destination, for a representative number of routes including evacuation via the Congo ATC system thru Pointe Noire. For assessment of rail and road operational costs, those identified in the Sofrerail/OCCR study referred to in para.7 should be reviewed and updated as necessary. The cost assessment should distinguish between fixed and variable costs where possible, with a view, inter alia, to determining the impact on unit transport costs of variations in volume.

Inventory Program

9. The consultants should (i) ascertain the status, proposed scope and

timing of inventory programs underway, or planned to commence during the IV Plan period; (ii) assess the impact completion of such inventories are likely to have upon (a) potential production; (b) demand for transport. Such assessment should be based upon realistic estimates of the values of relevant parameters such as the distribution and density of timber species; (iii) assess the appropriateness with respect to timing, scope and location of the inventory work described in para.9 (i) above.

Forestry Sector production -Valuation

10. The consultants should (i) make an assessment of the current value of

production (of logs, sawn and other products) establishing its distribution by concession/region to the maximum extent possible. -4-

TransportInvestment_

Reguirements

11. On the basis of the work described in paras.5 thru 10 above, the

consultants should make an assessment of forestry sector transport invest- ment. requirements covering the period to 1985 in detail, and to 1995 in more general terms. This will require an iterative process to be undertaken, relating the value of incremental production expected to result from develop- ments in a particular area to the costs, in particular transport, associated with such development. This in turn should define (a) the economic boundaries to exploitation of resources to which transport is poor or non-existent; (b) the distribution of traffic between road and rail, taking into considera- tion the operational as well as the capital costs of the two modes; (c) in more general terms the potentially most economically viable area(s). If these differ from those for which development is planned (inventory and/or production) the consultants should draw attention to the fact.

12. In undertaking

their work, the consultants should liaise as appropriate with the UNIDO/Bank mission examining the prospects for development of forestry processing.

Reports

13. The consultants

should prepare a progress report after 4 weeks from the commencement of the study, summarising work done and outlining work proposals for the remainder of the study. The draft final report should be prepared in French, 10 copies to be submitted directly to the Cameroon govern- ment and 5 copies to the Bank. 1. Two meetings were held on February 16 and 17 to discuss the above.

Both were attended by myself, Messrs. Gamba (WAPA2), Popiel (WA2DB) and Mrs. Finne (WAPHW). Mr. Spears (AGR) attended the second meeting.

2. Discussion centred on the inter-relationships, timing and team

composition for four sets of activity anticipated during 1978. These are, briefly: (i) timber processing studies resulting from the Bank's

Industrial Sector Survey;

(ii) proposals for 2nd phase study of forestry transport requirements, financed by the 2nd Highway Project, the 1st phase by consultant Huet having been completed in December 1977. (iii) recruitment of a consultant forestry economist to assist the government in maximising benefits from the sector. (iv)- a Forestry Sector Survey to be undertaken in late 1978.

3. Studies to determine optimum size and priority for wood and timber

processing projects are expected to have two phases. The first, undertaken primarily by a UNIDO expert (Mr. Bassile) is due to commence March 6. It was agreed that it would be advisable for his technical expertise to be reinforced by participation by either Mr. Ewing or Mr. Oberdorfer (IPD) at the beginning and possibly the end of his mission. A follow-up mission by a Bank appointed consultant is scheduled for May/June 1978. In discussion, Mr. Spears suggested that on the basis of previous experience in Cameroon, IFC assistance to existing concessionaires would probably be more effective than Bank financing of new joint venture operations.
