Product Specification Standards

Beginning in 1901, initial standards

focused on product specifications to harmonize and facilitate commerce and reduce duplication

Railroad gauges

Steel specifications

Construction standards

Agricultural commodities

Consumer and electrical products

Personal safety equipment

Medical devices

Product specification standards remain

relevant today driving interoperability and innovation in areas such as smart cities and regenerative medicine (e.g. stem cells)

The next generation of standards focused

on business processes to ensure consistent quality output

BSI shaped the original standards for:

Quality Management (ISO 9001)

Information Security (ISO/IEC 27001)

Environment Management (ISO 14001)

Health & Safety (ISO 45001)

IT Services Management (ISO/IEC 20000-1)

Business Continuity (ISO 22301)

Sustainable Events (ISO 20121)

The modern generation of standards are

centred around people behaviour and values to help organizations reach their full potential and protect their corporate reputation

Key standards include:

Anti-Bribery

Social Responsibility

Collaborative Business Relationships

Organizational Governance

In the UK

1974 Health and safety at work Act required the

establishment of an OH&S Policy

In 1991 the UK Health and Safety Executive (HSE)

published Successful health and safety management (HS(G)65), recommending a risk-based, management systems approach According to the ILO*, 2.3 million people worldwide die annually as a result of occupational illnesses and accidents at work. In addition, there are 860,000 occupational accidents every day, with consequences in terms of injuries. The direct or indirect cost of occupational illness and accidents at work is estimated at US$2.8 trillion worldwide.** * International Labour Organization, in 2013 **World Congress on Safety and Health at Work press release Aug. 2014

Background

ISO 45001 objective

The purpose of an OH&S management system is to

provide a framework for managing the prevention of injury and ill-health. ill-health, consequently it is critically important for the organization to eliminate or minimize OH&S risks by taking appropriate preventive measures.

Benefits for users

The evidence shows that users of formal OH&SMS

benefit from:

1.improving their ability to respond to regulatory

compliance issues

2.reducing the overall costs of incidents

3.reducing downtime and the costs of disruption to

operations

4.Reducing the costs of business insurance

5.reducing absenteeism and employee turnover rates

6.recognition for having achieved an international

benchmark

7.recognition by courts (more lenient sentences)

ISO 45001

It follows the ISO (Annex SL) common structure for

Management system standards

It is risk based

It emphasises the critical importance of leadership It requires active participation and consultation of workers It uses a similar approach to OHSAS 18001 which has been widely adopted around the world It incorporates a guidance annex A, in the same way as

ISO 14001.

The standard puts emphasis on:

The need to prevent ill-health (including mental ill- health), as well as injuries The need to recognize that the causes of ill-health and injuries can be through: immediate impacts (e.g. accidents or epidemics) longer term impacts (such as repeated exposure to radiation or carcinogenic chemicals, or to a constantly stressful working environment)

Main focus

Legal compliance

Some members want the standard to require compliance with legal requirements. ISO C/S has rejected this, on the basis that legal compliance is an expectation with all standards, which are in any case used voluntarily. There is also a lack of understanding that a certification audit, according to ISO/IEC 17021-1, is not a legal compliance audit.

Risk

OH&S management traditionally uses a risk-based

approach to evaluate and address the risk of harm. standards now requires organizations to also consider the risk that the OH&S management system itself may not be effective, and to look for opportunities for improvement

ISO 45001 uses the following hierarchy of controls: a) eliminate the hazard; b) substitute with less hazardous materials, processes, operations or equipment; c) use engineering controls; d) use administrative controls including safety signs, markings, warning devices and safe system of work; e) use personal protective equipment.
