JOB DESCRIPTION

Job Title: Environmental and Energy Bureau Analyst

Campus: Hendon

Grade: 6

Salary: £31,210 - £35,792 per annum

Period: Permanent

Reporting to: Environmental Manager

Overall Purpose:

The principal function is to manage the Energy Bureau and associated systems to monitor utility use and associated costs thereby assisting in the reduction of the environmental impact. The role involves analysing and reporting utility use data across all areas of the University Estate in order to identify and deliver energy reduction initiatives. The incumbent will be expected to work closely with the Universit Energy Broker, Finance and Engineering teams in order to manage the Energy Bureau and associated inputs / outputs.

Principal Duties:

Energy Bureau:

Develop and manage the Universi Energy Bureau (covering electricity, gas and water) keeping all administration records, cost records and carbon emissions associated with these up to date at all times. Arrange disconnections or new supplies as required by changes in the Estate and keep site information up to date including property details (including space) and utilities contract details. Ensure that usage and costs are updated on a monthly basis (or more frequently where Automatic Meter Reader (AMR) are fitted) to enable reporting to the Environment /

Engineering Managers.

Performance Targets and reporting:

Undertake monthly reporting against performance targets with issues flagged to the

Environment / Engineering managers.

Develop internal reporting processes and ensure that data is available to engage both staff and students in energy conservation. Provide monthly reports of use / cost against forecast with appropriate graphs / commentary.

Benchmarking

Work with third parties to ensure Display Energy Certificates () are up to date and use data that reflects actual energy use within a building.

Undertake aHigher Education Statistics Agency

(HESA) returns with appropriate commentary. Undertake annual internal benchmarking of Middlesex University buildings with data normalised to cost per m2.

Energy Forecasting, Bill Validation and Payment

Assist the Environment Manager in developing a rolling annual utilities forecast based on Track energy use against budget on a monthly basis and investigate any deviation from budget flagging issues with the Environment Manager and Finance colleagues in a timely manner. Ensure that all bills are checked for rate information, usage and cost with records kept and processed in conjunction with our Finance Team appropriately. Ensure that all re-charges and invoices for income from solar and other third party income is carried out in a timely manner in conjunction with our Finance Team.

Meters and Exceptions

Ensure that a meter list is maintained, it meets the requirements of the Carbon Reduction Commitment (CRC) and all meters are functioning. Identify anomalies in energy use at least weekly from daily energy profiles and log issues in PLANON (University CAFM System).

Projects

Assist line manager where requested in producing reports on viability and progress of energy saving measures. Maintain an up to date list of projects affecting energy use and flag any issues to the Environment / Engineering managers on a monthly basis. Manage small environmental projects (such as metering programmes), reporting on progress to the Environment Manager on a monthly basis.

Health & Safety:

Ensure compliance with Health and Safety related legislation on all work related matters.

General Duties:

Other reasonable duties as may be required by line manager and Director of Estates and

Facilities Management Services.

Hours: Actual weekly hours 35.5 but normally between 8.30am and 5.30pm Monday to Friday although the demands of the job may sometimes require work outside these

Hours.

Leave: 30 days per annum plus six University days taken in conjunction with Bank Holidays Flexibility: Please note that given the need for flexibility in order to meet the changing requirements of the University, the duties and location of this post and the role of the post- holder may be changed after consultation.

PERSON SPECIFICATION

Job Title: Environmental and Energy Bureau Analyst

Selection Criteria:

Essential

1. Experience of managing an Energy Bureau or other energy monitoring and targeting

software for the purposes of bill validation and energy monitoring / targeting

2. Experience of Energy Forecasting, monitoring and exception reporting combined with

proactive analytical / investigation skills

3. Experience of working with Energy Brokers for the procurement and the management of

utilities / associated services

4. Be proficient in the use of Word, Excel and Outlook for writing reports, analysing data and

time/project management

5. Ability to work in a reliable, organised, conscientious and methodical manner, following

process and where necessary on own initiative

6. Ability to use skill, judgment and persistence to solve problems and be able to reach

solutions by discussions with others

7. Good communication skills and ability to engage with staff and students for the purposes

of utility conservation

8. Experience of working with and engaging / influencing a diverse range of internal and

external partners to get results

9. Ability to work as part of a team and support colleagues in deliver the wider team /

10. Understanding / experience of ISO 50001 Energy Management Systems, CIBSE TM39

Building Energy Metering and a working knowledge of Building Management Systems (BMS)
