Purpose of regulations

The purpose of these regulations is to:

(a) covers the quality and safety requirements of alcohol-based hand sanitisers for consumer use and for use as health care personnel handrub; (b) include the terminology, formulations packaging, marking or labelling requirements as they apply to a product, process or production process; and (c) compel a manufacturer or importer to meet the requirements of the NAMS/SANS 490 and the WHO Recommendations for ethanol and/or isopropyl alcohol content and alcohol identification Environment. Purpose of regulations

The purpose of these regulations is to:

(a) covers the quality and safety requirements of alcohol-based hand sanitisers for consumer use and for use as health care personnel handrub;

7. Objective and rationale, including the nature of urgent problems where

applicable: Due to the global pandemic and spread of Covid-19 or the Corona Virus and measures individual countries have taken to limit exports of alcohol based hand sanitizers to Namibia, it is an important national security objective towards the protection of human health and safety that Namibia distills its own alcohol and prepares according to the relevant standards alcohol based hand sanitizers as a matter of urgency; Consumer information, labelling; Prevention of deceptive practices and consumer protection; Protection of human health or safety; Protection of the environment; Quality requirements; Reducing trade barriers and facilitating trade; Cost saving and productivity enhancement
