Biosafety instruments represent the primary source of law on modern biotechnology in the world today.
Biosafety instruments address the risks posed to the environment and human health when gmos are released into the environment either for research (e.g. small-scale or field-testing) or for commercial purposes.

Biosafety level designations are based on a composite of the design features, construction, containment facilities, equipment, practices and operational procedures required for working with agents from the various risk groups.
