Recommended Timeline of Fulbright Foreign Student Program Activities:

To meet U.S. graduate school application deadlines and SEVIS requirements, it is necessary to announce the

Fulbright competition well over a year in advance of when grantees would actually begin their programs.

4 the roster of selected nominees should reach AMIDEAST by September 1, 2013,

to provide sufficient time for university and field of study research prior to beginning application submissions.

3. U.S. universities provide

acceptance information in the Spring of 201 4 . Therefore, AMIDEAST advises Posts/Field Offices to announce the 201
4 Fulbright competition by February 2013 and recommends the following timeline of activities:

December/January

Program Planning and Promotion

Embassy/Field Office:

Develops promotion and outreach plan

Determines Fulbright application deadline Develops announcements, advertisements and fliers in preparation

recruitment implementation

Conducts pre-competition outreach

Fulbright online application opens for new cycle on February 1 February/March/April

Program Promotion

Embassy/Field Office:

Announces Fulbright Student competition through press releases and advertisements in newspapers and/or social media Posts announcements, application guidelines and eligibility requirements on

Embassy website and/or provides link to the Fulbright on-line application Distributes notices, posters or fliers to universities and government agencies

or other places where it is likely to reach the target audience in the country

Conducts outreach visits to universities

Holds public information sessions May/June

Nominee Selection

(Stage 1)

Embassy/Field Office:

Fulbright application deadline (varies by country). Recruits members for selection panel who will review applications and interview candidates. The selection panel may include prominent members

of the home-country community, Fulbright alumni, visiting U.S. Fulbright Scholars or Students and the PAO or CAO. Panels range in size from 3-12

members though 3 -5 is normally sufficient. Screens submitted applications for minimum eligibility requirements. June

Nominee Selection (Stage 2)

Embassy/Field Office:

Selects applicants for interview using objective scoring criteria July

Nominee Selection

(Stage 3)

Embassy/Field Office:

Interviews and selects nominees.

Selection of nominees should be based on transparent, pre-determined criteria that are consistent with the J. William Fulbright Foreign Scholarship

Board (FSB) Policy Statements (sections 520 529).

Prepares FSB Transmittal Form for Nominations and, if needed,

Justification for Selection memo

for submission to ECA and AMIDEAST

Notifies nominees of their status in writing.

August/September

Post-Selection Meeting

Nominee Testing

Embassy/Field Office:

Submits complete nominee roster to AMIDEAST HQ by September 1st. Holds the post-nomination orientation with nominees to review Fulbright program policies and the placement process

Requests additional nominee materials as needed

Helps nominees schedule necessary entrance exams (TOEFL and GRE or

GMAT).

University Placement

Embassy/Field Office:

Consults with AMIDEAST HQ and nominees as HQ begins researching field of study and universities to determine appropriate placements and selects four universities.

December /January

/February/March

University Placement

Embassy/Field Office:

Consults with AMIDEAST HQ and nominees as HQ submits applications to universities by deadlines. Requests and sends additional materials as needed to HQ.

Informs nominees about their placement status.

Informs AMIDEAST HQ and the ECA about any relevant changes or developments that could affect nominee placement or country grants.

April/May/June

Placement Finalization

Pre-Departure Orientation

Embassy/Field Office:

Consults with AMIDEAST HQ and nominees as HQ finalizes placements after consultation with State Department Notifies nominees of grant awards as they are finalized Collects signed grantee Terms of Appointment and relays to AMIDEAST HQ Distributes DS-2019 forms and assists new grantees with visa applications

Conducts pre-departure orientations for grantees

Arranges grantees' air travel to U.S. and provides details to HQ

Issues grantee Travel Allowances
