To date no common definition of the term ‘consumer’ exists at the EU level

As explained already, EU consumer law has taken a fragmented approach in the sense that the EU legislator has adopted sectoral legislation that deals with scope-wise relatively narrow issues

The first one is an increasing number of cross-border transactions, whereas the second one is the rise of Internet as the leading global marketplace and the entire technological developments which have disrupted the traditional consumer law

These two challenges are not necessarily wholly separate
