In pursuance of this objective, all our circulars are available on-line on the website pensionersportal.gov.in. However, some pensioners have indicated that availability of these circulars in a manual compilation would facilitate them. Accordingly, a Compendi- year 2010. 2. I am happy to present the sixth edition of "Compendium on Pension Related Orders" issued during the period April, 2014 to March,2015. I do hope that the Compendium would prove to be useful to all concerned. Subject : Grant of Dearness Relief to Central Government pensioners/fami ly pensioners - Revised rate effective from 1.1.2014. The undersigned is directed to refer to this Department's OM No. 42/13/2012-P&PW(G) dated 3rdOct, 2013 on the subject mentioned above and to state that the President is pleased to decide that the Dearness
Relief (DR) payable to Central Government pensioners/family pensioners shall be enhanced from the existing
rate of 90 % to 100% w.e.f. 1st Jan, 2014. 2.These orders apply to (i) All Civilian Central Government Pensioners/Family Pensioners (ii) The Armed
Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service
pensioners/families of displaced Government pensioners from Pakistan, who are Indian Nationa ls but receiving pension on behalf of Government of Pakistan and are in receipt of ad-hoc ex-gratia allowance of 3. Central Government Employees who had drawn lump sum amount on absorption in a PSU/Autonomousbody and have become eligible to restoration of 1/3rd commuted portion of pension as well as revision of
the restored amount in terms of this Department's OM No. 4/59/97-P&PW (D) dated 14.07.1998 will alsobe entitled to the payment of DR @ 100% w.e.f. 1.1.2014 on full pension i.e. the revised pension which the
absorbed employee would have received on the date of restoration had he not drawn lump sum payment on
dated 14.07.98. In this connection, instructions contained in this Department's OM No.4/29/99-P&PW (D) dated. 12.7.2000 refer. 4. Payment of DR involving a fraction of a rupee shall be rounded off to the next higher rupee.Contd..2..

Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department's OM No. 45/73/97-P&PW (G) dated 2.7.1999 as amended vide this Department's OM No.F. No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a
pensioner is in receipt of more than one pension, will remain unchanged. 6. In the case of retired Judges of the Supreme Court and High Courts, nece ssary orders will be issued by theDepartment of Justice separately.
7.It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to

Subject : Grant of Fixed Medical Allowance to Family Pensioners - date of eligibility regarding. The undersigned is directed to say that instructions for grant of Fixed Medical Allowance of Rs.100/- per month to Pensioners/Family Pensioners residing in areas not covered under CGHS were issued vide
this Department's O.M.No.45/57/97-P&PW(C) dated 19.12.1997, 24.08.1998, 30.12.1998 and 17.04.2000. Instructions were issued vide this Department's O.M. No. 4/25/2008 P&PW(D) dated 26.05.2010 forenhancement of the amount of Fixed Medical Allowance from Rs. 100/- to Rs. 300/- p.m. w.e.f. 1.9.2008.
2.It may take some time in completion of formalities and process for sanction of family pension after death of
existing pensioner/family pensioner. Representations have been received in this Department that, the Fixed
Medical Allowance to the subsequent family pensioner is allowed by some departments/organizationsfrom the date of authorization of Family Pension. In such cases, the family pensioner does not receive the
Fixed Medical Allowance for the period from the date of eligibility till the date of authorization of family
pension. 3. family pensioner was in receipt of Fixed Medical Allowance, the family pensioner next-in-line may beallowed Fixed Medical Allowance from the same date from which he becomes eligible for family pension,

31.12.1985 and are in receipt of ex-gratia @ Rs.600/ p.m. w.e.f. 1.11.1997 under this Department's OM No.

The pensioner undertakes to refund or make good any amount to which he is no t entitled. 2.One, the delay in receipt of intimation by the pensioner that pension papers have reached the bank and
two, delay on part of the pensioner in approaching the bank for submissi on of undertaking. 3. The feasibility of submission of undertaking by the retiring Government servant along with pension therefore been approved with the concurrence of Department of Expenditure, vide their I.D. No.130/from the retiring Government servant along with Form 5 and other documents before his retirement. This
undertaking shall be forwarded to the pension disbursing bank along with the Pension Payment Order account of the pensioner as soon as this Undertaking is received along w ith the pension documents. 4.of retirement along with other retirement dues. This should be feasible in all cases where the Government
servant had submitted pension papers within the time-limits prescribed in the Central Civil Services (Pension) Rules, 1972. 5.feels that it would be more convenient to him to obtain his copy of PPO from the bank, may inform the

G.S.R ..355 (E).- In exercise of the powers conferred by the proviso to article 309 and clause (5) of article
148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to
persons serving in the Indian Audit and Accounts Department, the President hereby makes the following rules
further to amend the Central Civil Services (Commutation of Pension) R ules, 1981, namely:- 1. (1) These rules may be called the Central Civil Services (Commutation of Pe nsion)Second Amendment Rules,2014.
2. In the Central Civil Services (Commutation of Pension) Rules, 1981, -1-A or Form 2 of these rules" shall be substituted;
1 or Form 1-A of these rules" shall be substituted;
(c) in rule 13, - (i) for sub-rule (3), the following sub-rules shall be substituted, namely "(3) A Government servant who is due to retire on superannuation and desires p ayment of the com- muted value of pension being authorised at the time of issue of the pens ion payment order, shall be eligible to apply in Form 5 of the Central Civil Services (Pension) Rules, 1972 for commutation of a percentage of pension along with pension papers prior to the date of ret irement.(3A) If a Government servant referred to in sub-rule (3) desires to apply for commutation of a percent-
age of pension after submission of pension papers and Form 5 of the Central Civil Services (Pension) Rules, 1972, he shall apply for the same in Form 1-A. shall be subject to the following; namely:- (a) the Government servant retires on superannuation pension only; (8) months before the date of superannuation; (c) no such application shall be entertained if the period is less than three months from the date of superannuation of the Government servant ; and (d) the Government shall have no liability for the payment of the commuted value of pension ifthe Government servant dies before the date of superannuation or forfeits claim to pension before such
retirement." (d) in rule 15, in sub-rule (3),- "in Form 5 of the Central Civil Services (Pension) Rules, 1972 or Form 1-A of these rules" shall be substituted;brackets and letter "in Form 5 of the Central Civil Services (Pension) Rules, 1972 or Form 1-A of these
